A compensatory fuel poverty composite index (CI) created to identify data zones of high to low fuel poverty risk in Fife local authority. CI created by averaging two sub-indices including demand and ability to pay. The demand sub-index is created from the average of the building and people sub-indices. Equal weighting applied to the sub-indices, with weighting applied to the index variables.
